Who can approve, publish and undo changes?

Short answerIt depends on the role. Owners and admins can do everything, SEO managers propose and publish, approvers approve and content editors propose. High-risk changes need an owner or admin.

Updated 14 October 2026

By role

  • Owner and Admin: propose, approve (high-risk changes too), publish, roll back and undo.
  • SEO manager: propose, publish, roll back and undo, but not approve.
  • Approver: approve changes that are not high risk.
  • Content editor: propose only.
  • Analyst and Viewer / client: read only.

High-risk changes

A change is high risk when it:

  • is bulk: more items than the bulk limit (10 by default);
  • removes or hides content: hides a page from search engines (noindex or nofollow), points the canonical address at another page, removes links or replaces structured data;
  • publishes pages.

Only an owner or admin can approve a high-risk change. Every change shows its risk (low, medium or high), and a Removes or hides content tag when it does. Some tools set the risk by fix: in Speed fixes, deferring scripts and the caching and compression rules are high risk.

When a tool approves for you

Fix all in the fix jar, approving redirects in Broken links & 404s and Approve and apply in Speed fixes count as approval only when your role may approve that change. Anything else waits in Plan & changes → Changes for an owner or admin.

Fix all never approves new page text or new pages by itself: a person reads them first.
